Chinese Car Homologation in Europe: EU Approval Guide

How to import Chinese cars, EVs, PHEVs and used vehicles into Europe — including EU vehicle approval, customs, tariffs, VAT, registration and practical cost considerations.

Chinese vehicles are becoming increasingly attractive to European buyers, dealers and fleet operators because of their competitive pricing, advanced electric-vehicle technology and increasingly broad model selection.

But buying a vehicle in China and legally putting it on European roads are two very different things.

A vehicle may be technically excellent and commercially attractive, yet still require additional approval, documentation, taxation or registration procedures before it can legally be used in an EU country.

This guide explains the main steps involved in importing Chinese vehicles into the European Union in 2026, what you should check before purchasing a vehicle, and how ZEEX AUTO can help coordinate the sourcing and export process.

Important: EU import duties, anti-subsidy measures, vehicle approval requirements, VAT and registration rules can vary according to the vehicle, manufacturer, country of origin, destination country and individual circumstances. This article is for general information and should not replace advice from the relevant customs, tax or vehicle-registration authorities.

1. What “homologation” means for a China-market vehicle

Under Regulation (EU) 2018/858, vehicles may be approved through several routes. For an imported vehicle without EU whole-vehicle type-approval, the two most relevant are:

  • EU individual vehicle approval, under Article 44. This is an approval for one specific vehicle against the applicable EU requirements.
  • National individual vehicle approval, under Article 45. This is granted under the rules of one Member State and its acceptance or registration in another Member State may involve additional procedures.

These routes should not be confused with a manufacturer-issued EU CoC. A CoC is normally linked to an EU whole-vehicle type-approved production vehicle. An individually approved China-market vehicle instead receives approval documentation for that specific vehicle.

The approval authority or technical service may require inspection, testing, technical evidence and, where necessary, vehicle modifications. Typical review areas include lighting, glazing, braking, electromagnetic compatibility, safety systems, emissions or electric powertrain requirements, identification plates, software-related compliance and other items applicable to the vehicle category and date of approval.

2. Is Germany mandatory for all used vehicles?

No EU-wide rule says that every used vehicle imported from outside the EU must be physically tested in Germany.

Germany can, however, be a commercially practical approval and logistics route when the selected technical service, testing capability and port process are located there. ZEEX AUTO can coordinate projects in which eligible vehicles are delivered to a German port or controlled customs location for inspection and supporting procedures. Whether this route is suitable depends on the vehicle, the approval path and the intended country of registration.

For some projects, another Member State may be more efficient. The correct route must be confirmed before shipping; it should never be selected solely on the basis of vehicle age or mileage.

3. The six-month and 6,000-kilometre rule: what it actually controls

The frequently quoted “six months plus 6,000 km” test comes from EU VAT law and defines when a motorised land vehicle is treated as a new means of transport for VAT purposes.

A vehicle is treated as new if either of the following applies:

  • it is supplied within six months of first entry into service; or
  • it has travelled no more than 6,000 kilometres.

Therefore, a vehicle generally falls outside that VAT definition of a new means of transport only when it is both more than six months old and has travelled more than 6,000 kilometres.

This VAT definition does not, by itself, decide whether the vehicle qualifies for individual approval, where it must be inspected, which customs code applies or whether it can be registered in a particular Member State.

For imports from China, import VAT, customs value, importer status, destination-country rules and any right to deduct or reclaim VAT must be reviewed separately. A private buyer should not assume that German VAT is automatically refundable. VAT recovery normally depends on the buyer being an eligible taxable business and meeting the relevant documentary and use requirements.

4. Customs duty and China-made BEV countervailing duties

Passenger cars imported into the EU commonly carry a conventional customs duty of 10%, subject to correct tariff classification and any applicable origin or customs arrangements.

In addition, the EU currently imposes definitive countervailing duties on certain new battery electric vehicles originating in China. The additional rate depends on the producer and the applicable regulation; it is not a universal flat rate for every Chinese vehicle. Import VAT is then applied under the rules of the Member State of importation.

The scope of the BEV measure is technical. It covers specified new vehicles propelled solely by one or more electric motors, including vehicles that may have an auxiliary thermal generator. This means a range-extended vehicle should not automatically be treated as outside the measure simply because it has a combustion engine.

Conversely, some hybrids in which the combustion engine can propel the wheels may fall outside the BEV-specific countervailing measure. That does not automatically guarantee a 10% total tax cost: the customs code, origin, vehicle configuration, declared value and current trade measures must still be checked before shipment.

Used vehicles may be treated differently from “new” BEVs under the current countervailing regulation, but the commercial description “used car” is not enough. Customs authorities may examine first registration, mileage, condition, transaction documents and the vehicle’s actual characteristics. A written pre-classification review is strongly recommended for high-value shipments.

5. Customs transit and registration in another Member State

The Union transit system can allow non-Union goods to move under customs control from an EU point of entry to a customs office of destination before import duties and taxes are settled. A T1 movement is a customs transit procedure; it does not itself approve or register the vehicle.

In a typical coordinated project, a vehicle may arrive at a northern European port, undergo an agreed inspection or technical process, and then move under the appropriate customs procedure to the destination Member State. Customs clearance, approval recognition and registration must each be completed with the responsible authorities.

Before selecting this route, importers should confirm:

  1. which authority will issue the individual approval;
  2. whether the document is an EU individual approval or a national approval;
  3. what the destination registration authority will accept;
  4. where customs clearance will take place; and
  5. which party is responsible for transit guarantees, duties, VAT and local registration.

  • T1 or other transit coordination where applicable; and
  • delivery to the destination country.

Cost planning for single vehicles and batches

Approval costs vary significantly. A vehicle model for which technical evidence and a tested solution already exist may be considerably less expensive than a new model requiring first-time engineering work, testing or modification.

As an indicative commercial range only, partner-led approval support for an established vehicle solution may start at approximately EUR 2,000 per vehicle. A first project for an untested model may require approximately EUR 15,000–50,000 or more, depending on the tests, modifications, documentation and authority requirements. These figures exclude any items not included in the written quotation, such as transport, storage, customs charges, duties, VAT, registration fees or unexpected technical work.

For batches of the same specification, fixed engineering and testing costs may be distributed across more vehicles. No price or approval outcome should be assumed until the vehicle file has been reviewed.

7. Documents importers should prepare

The exact document list varies, but importers should expect to provide more than one basic Chinese certificate. The project file may include:

  • Chinese vehicle registration document, where applicable;
  • purchase invoice and proof of ownership;
  • VIN and clear vehicle identification photographs;
  • CCC certificate or available manufacturer compliance documents;
  • detailed technical specification and powertrain information;
  • first-registration date and verified odometer evidence;
  • customs and export documents;
  • evidence for components already approved to EU or UN requirements; and
  • authorisations or manufacturer data where required for the selected route.

Frequently Asked Questions

Can ZEEX AUTO support a single vehicle?

Yes. Single-vehicle projects are possible, but the per-vehicle cost can be higher because testing, engineering and administration cannot be shared across a batch.

If the vehicle will be registered in Poland, must it first go to Germany?

Not automatically. Germany may be the preferred operational route for a particular technical solution, but it is not a universal EU requirement based solely on age or mileage. The approval type and Polish registration requirements should be confirmed before shipping.

Does a vehicle become “used” after six months even with very low mileage?

Not under the EU VAT definition of a new means of transport. To fall outside that definition, the vehicle generally needs to be both more than six months old and above 6,000 kilometres. Homologation and customs questions still require separate analysis.

Do all Chinese electric vehicles face a 44% import duty?

No. The cost depends on the standard customs duty, the producer-specific countervailing rate, vehicle scope, customs value and import VAT. Current EU countervailing duties apply to specified new China-origin BEVs, and rates vary by producer.

Are range-extended electric vehicles automatically exempt from the BEV duties?

No. The current measure can include a vehicle propelled solely by electric motors even when it has an auxiliary thermal generator. A technical customs review is required.

Can an approval obtained in one EU country be used everywhere in the EU?

It depends on the approval route. An EU individual vehicle approval is different from a national individual approval. The approval document and the destination registration procedure must be checked before the vehicle is moved or sold.

Plan your vehicle import before you buy

The lowest-risk approach is to review the vehicle, approval route and landed-cost structure before committing to the purchase. A low acquisition price can quickly be offset by missing technical data, modification work, storage, an incorrect customs assumption or a registration document that the destination authority will not accept.
