Used car evaluation is a critical step for buyers to ensure vehicle value and condition before purchase.   • Market Data Reference: Use online tools such as Kelley Blue Book or similar platforms, combined with current market trends, to assess vehicle value, including supply and demand situations and regional differences.

2. Exterior and Interior Condition Inspection

  • Exterior Evaluation: Check the body paint, frame, tires, and chassis for rust, dents, or damage. Using AI scanning tools can quickly detect hidden issues, such as chassis corrosion or tire wear.
  • Interior Evaluation: Inspect the seats, dashboard, interior wear level, and the functionality of electronic systems (such as air conditioning and audio). Stains, tears, or odors will lower the vehicle grade.

3. Mechanical and Engine Performance

  • Engine and Transmission System: Evaluate the engine type, gearbox, and drive system to ensure no oil leaks or abnormal noises. Classic cars or special models require additional checks for optional configurations, such as color codes and accessories.
  • Overall Condition Classification: Vehicle conditions are typically divided into excellent, good, average, and poor categories, with each category affecting market value by 10-30%. For example, vehicles in excellent condition can receive higher valuations.

4. Valuation Adjustment and Negotiation Skills

  • Adjustment Factors: Adjust the valuation based on condition, year, brand, and additional features (such as navigation systems). Dealers often use real-time data tools to ensure accuracy.
  • Buyer Suggestions: It is recommended to conduct professional inspections or use mobile apps to assist in evaluation. During negotiations, emphasize discovered defects to negotiate a lower price.

Foreword

This Standard is drafted in accordance with the rules specified in GB/T 1.1-2009.

This Standard is proposed and under the jurisdiction of the Ministry of Commerce of the People's Republic of China.

Introduction

This Standard is formulated to standardize the acts of used car appraisal and evaluation, create a fair and impartial used car consumption environment, protect the legitimate rights and interests of consumers, and promote the healthy development of the automobile market.

In the formulation process of this Standard, reference has been made to the main ideas and methods of relevant laws, regulations and industry standards on used car appraisal and evaluation in foreign countries.

1 Scope

This Standard specifies the terms and definitions, requirements for enterprises (used car business of manufacturing enterprises, used car departments of automobile dealers, used car markets, used car brokerage companies, used car auctions), operation processes and methods for used car appraisal and evaluation.

This Standard applies to activities of appraisal and evaluation of used cars (small and micro passenger cars, and large sedans). For the appraisal and evaluation of other types of used cars and other activities involving automobile appraisal and evaluation, these shall be implemented by reference to this Standard.

2 Normative References

The following documents are indispensable for the application of this document. For dated referenced documents, only the version with the indicated date is applicable to this document; for undated referenced documents, the latest version (including all amendments) is applicable to this document.

3 Terms and Definitions

The following terms and definitions are applicable to this document.

3.1 Used Car

A motor vehicle that is traded and transferred in ownership after the completion of registration procedures and before reaching the national mandatory scrapping standard.

3.2 Used Car Appraisal and Evaluation

The process of testing and appraising the technical condition of a used car and determining its value at a specific point in time.

3.2.1 Technical Condition Appraisal of Used Car

The description of defects and grading of the technical condition of a vehicle.

3.2.2 Used Car Valuation

The evaluation of the value of the target vehicle based on the results of the technical condition appraisal of the used car and the purpose of the appraisal and evaluation. The main valuation methods include the current market price method and the replacement cost method.
3.2.2.1 Current Market Price Method
A method of calculating the value of the appraised vehicle based on the current market price in accordance with the technical condition of the vehicle.
3.2.2.2 Replacement Cost Method
A method in which the current value of the appraised object is determined as the difference between the total cost required to re-purchase a brand-new appraised object of the same model at the current market price and the depreciation of the appraised object due to physical, functional and economic obsolescence.

3.3 Used Car Appraisal and Evaluation Institution

A third-party service institution engaged in the business of used car appraisal and evaluation.

3.4 Used Car Appraisal Appraiser

A person who has legally obtained the national professional qualification of a used car appraisal appraiser.

3.5 Advanced Used Car Appraisal Appraiser

A person who has legally obtained the national professional qualification of an advanced used car appraisal appraiser.

4 Requirements for Used Car Appraisal and Evaluation Institutions

4.1 Premises

The business area shall be not less than 200 square meters.

4.2 Facilities and Equipment

4.2.1 Automotive lifting equipment shall be available.

4.2.2 Equipment for reading vehicle fault information and tools or equipment for detecting vehicle structure dimensions shall be available.

4.2.3 Tools for measuring vehicle appearance defects and paint thickness testing equipment shall be available.

4.2.4 Common operating tools such as lighting tools, cameras, screwdrivers and wrenches shall be available.

4.3 Personnel

The institution shall have no less than 3 used car appraisal appraisers and no less than 1 advanced used car appraisal appraiser.

4.4 Others

4.4.1 Office facilities such as computers shall be available.

4.4.2 Fire-fighting facilities that comply with the relevant national regulations shall be available.

5 Procedures for Used Car Appraisal and Evaluation

5.1 Operation Flow of Used Car Appraisal and Evaluation

Used car appraisal and evaluation institutions shall conduct used car appraisal and evaluation business in accordance with the flow shown in Figure 1, and fill in the Used Car Appraisal and Evaluation Worksheet with reference to Appendix A. Enterprises engaged in used car distribution, auction, brokerage and other businesses that involve used car appraisal and evaluation activities shall conduct operations with reference to the relevant contents and sequence in Figure 1, i.e., verifying tradable vehicles → registering basic information → identifying accident-damaged vehicles → appraising technical condition, and fill in the Used Car Technical Condition Form with reference to Appendix B.

5.2 Accepting Appraisal and Evaluation

Understand the basic information of the client and the client’s vehicle, and clarify the client’s requirements, mainly including the purpose of evaluation, the base date of evaluation, and the expected time to complete the evaluation required by the client.

5.3 Verifying Tradable Vehicles

5.3.1 Verify the completeness of legal certificates and documents such as the Motor Vehicle Registration Certificate, Driving License, valid Motor Vehicle Safety and Technical Inspection Qualification Mark, Vehicle Purchase Tax Payment Certificate, Vehicle and Vessel Tax Payment Certificate, and Vehicle Insurance Policy; and check whether all the items listed in Table 1 are determined as "Yes".

  1. Accept appraisal and evaluation: Clarify the purpose of evaluation, the object of evaluation and other basic business matters.
  2. Verify tradable vehicles: For non-tradable vehicles, no technical appraisal or value evaluation shall be conducted except for special needs.
  3. Sign the letter of authorization: Formulate an evaluation plan and arrange appraisers for appraisal and evaluation.
  4. Register basic information: Vehicle category, name, model, manufacturer, registration date, etc.
  5. Identify accident-damaged vehicles:
    • If yes: Point out the accident location and accident status (expressed by codes), and terminate the evaluation.
    • If no: Proceed to appraise the technical condition.
  6. Appraise technical condition: Inspect the vehicle body and key components, calculate the technical condition score, describe defects, and grade the technical condition.
  7. Evaluate vehicle value.
  8. Compile and issue the appraisal and evaluation report: Issue the appraisal and evaluation report to the client.
  9. File the working papers.

5.3.2 If any of the above legal certificates or documents is incomplete, or any item in Table 1 is judged as "N", the institution shall inform the client, and no further technical appraisal or value evaluation is required (except for special requirements such as entrustment by judicial organs).

5.3.3 If any legal certificate or document is found incomplete, or any of Item 1, Items 4 to 8 in Table 1 is judged as "N", the institution shall report to the public security organ and other law enforcement departments in a timely manner.

5.4 Signing the Letter of Authorization

For vehicles with complete relevant certificates and licenses, all items in Table 1 judged as "Y", or vehicles with special requirements (such as entrustment by judicial organs), the Letter of Authorization for Used Car Appraisal and Evaluation shall be signed with reference to Appendix C.

5.5 Registering Basic Information

5.5.1 Register the information on the nature of vehicle use, and clarify whether the vehicle is for operation or non-operation;

5.5.2 Register the basic information of the vehicle, including vehicle category, name, model, manufacturer, registration date, indicated mileage, etc. If the indicated mileage is obviously inconsistent with the actual vehicle condition, it shall be noted in the technical defect description of the Used Car Appraisal and Evaluation Report (see Appendix D) or the Used Car Technical Condition Form (see Appendix B).

5.6 Identifying Accident-Damaged Vehicles

5.6.1 Use paint thickness testing equipment to assist in testing the structural components of the vehicle body; use vehicle structure dimension detection tools/equipment to test the left-right symmetry of the vehicle body (coded as 1).

5.6.2 With reference to the vehicle body parts shown in Figure 2 (coded as 2 to 13), inspect the vehicle appearance in accordance with the requirements of Table 2 to determine whether the vehicle has experienced collision or fire, and confirm whether the vehicle body structure is intact or has accident traces.

5.6.3 Describe the defects of the vehicle body status in accordance with Table 2 and Table 3, i.e., "vehicle body part code + status". Example: 4SH means "Left Pillar C has weld marks".

5.6.4 If any inspection item in Table 2 has the corresponding defect in Table 3, the vehicle shall be deemed as an accident-damaged vehicle.

5.6.5 The technical appraisal and value evaluation of accident-damaged vehicles are not within the scope of this Standard.

5.7 Appraising Vehicle Technical Condition

5.7.1 Inspect the vehicle technical condition in the sequence of vehicle body, engine compartment, driver's cabin, start-up, road test and chassis.

5.7.2 Determine the technical condition score of the vehicle based on the inspection results. The total score is the sum of the scores of each appraisal item, i.e., Total Appraisal Score = Σ Item Scores, with a full score of 100 points.

5.7.3 Determine the corresponding technical grade of the vehicle based on the appraisal score in accordance with Table 4.

5.8 Evaluating Vehicle Value

5.8.1 Principles for selecting valuation methods:

a) In general, the current market price method is recommended; if there is no reference object and the current market price method cannot be used, the replacement cost method shall be selected;

b) Determine the valuation method based on the relevant conditions of the vehicle, and estimate the value of the vehicle.

5.8.2 Application method of the current market price method:

a) The appraised value shall be the recent transaction price of vehicles of the same model, configuration and same technical condition appraisal score;

b) If there is no direct reference, the transaction prices of vehicles of the same model with similar scores can be obtained from the recent transaction records in the region, or from the transaction records of vehicles of the same model with similar scores in adjacent regions, and corrections shall be made in combination with the technical condition appraisal score of the vehicle.

5.8.3 Calculation of vehicle value by the replacement cost method:

a) The replacement cost method shall be used when there is no reference object, as shown in Formula (1):

Where: - Appraised value of the vehicle; - Updated replacement cost (the market retail price of a new vehicle of the same model and configuration on the base date of evaluation); - Comprehensive newness rate.

b) Calculation method of the comprehensive newness rate, as shown in Formula (2):

Where: - Comprehensive newness rate; - Age-based newness rate; - Technical appraisal-based newness rate; - Coefficient of technical appraisal-based newness rate; - Coefficient of age-based newness rate;

Among which, ; is equivalent to the residual value rate of the vehicle after physical obsolescence and functional obsolescence; is equivalent to the residual value rate of the vehicle after economic obsolescence.

c) Calculation method of the age-based newness rate, as shown in Formula (3):

Where: - Age-based newness rate; - Estimated remaining service life of the vehicle; - Service life of the vehicle (the service life of non-operating passenger cars is 15 years; if the service life exceeds 15 years, the actual service life shall be used; for operating vehicles and vehicles with specified service life, the actual requirements shall be followed).

d) Calculation method of the technical appraisal-based newness rate, as shown in Formula (4):

Where: - Technical appraisal-based newness rate; - Vehicle technical condition score.

5.9 Compiling and Issuing the Appraisal and Evaluation Report

5.9.1 Compile the Used Car Appraisal and Evaluation Report in accordance with the requirements of Appendix D based on the vehicle technical condition grade, value evaluation results, etc., ensuring the content is complete, objective and accurate, and the writing is neat.

5.9.2 Issue the Used Car Appraisal and Evaluation Report to the client in a timely manner as required in the letter of authorization, which shall be signed by the appraiser and the reviewer, and sealed by the appraisal and evaluation institution.

5.10 Filing Working Papers

Compile the Used Car Appraisal and Evaluation Report together with its appendices and working papers into an independent volume for filing and future reference. The retention period of the files shall be not less than 5 years; for files involving property disputes in the purpose of appraisal and evaluation, the retention period shall be not less than 10 years; if there are other provisions in laws and regulations, those provisions shall prevail.

6 Requirements for Technical Condition Appraisal of Normal Vehicles

6.1 Vehicle Body Appearance

6.1.1 The parts of the vehicle body appearance and their corresponding codes are indicated in Figure 3 and Table 5. With reference to the indication in Figure 3, inspect 26 items in accordance with the requirements of Table 5 and Table 6: 0.5 points shall be deducted for Degree 1, and an additional 0.5 points shall be deducted for each increase in the degree. The total score is 20 points, and no further points shall be deducted once the total score is exhausted. The tire part shall meet the standard higher than Degree 4; 1 point shall be deducted if it fails to meet the standard.

6.1.2 Inspect the vehicle body appearance by combining visual inspection with vehicle appearance defect measurement tools and paint thickness testing equipment.

6.1.3 Describe defects in accordance with Table 5 and Table 6; the code description for vehicle body appearance items shall be: "vehicle body part code + status + degree".

Example: 21XS2 means "Left Rear Door has rust, with an area greater than 100mm×100mm but less than or equal to 200mm×300mm".

6.2 Engine Compartment

Inspect 10 items (Serial Numbers 40-49) in accordance with the requirements of Table 7: No points shall be deducted for Option A; 1 point shall be deducted for Option B or C in Item 40; 5 points shall be deducted for Option B or C in Item 41; 2 points shall be deducted for Option B and 4 points for Option C in Item 44; 1.5 points shall be deducted for Option B and 3 points for Option C in other items. The total score is 20 points, and no further points shall be deducted once the total score is exhausted.

If coolant is found mixed in engine oil during the inspection of Item 40, or engine oil leakage is found outside the cylinder head during the inspection of Item 41, it shall be noted separately in the technical condition defect description of the Used Car Appraisal and Evaluation Report or the Used Car Technical Condition Form, and a reminder shall be given that the vehicle is not suitable for use before repair.

6.3 Driver's Cabin

Inspect 15 items (Serial Numbers 50-64) in accordance with the requirements of Table 8: No points shall be deducted for Option A; 1.5 points shall be deducted for Option C in Item 50; 0.5 points shall be deducted for Option C in Items 51 and 52; 1 point shall be deducted for Option C in other items. The total score is 10 points, and no further points shall be deducted once the total score is exhausted.

If the seat belt structure is found incomplete or non-functional during the inspection of Item 60, it shall be noted in the technical condition defect description of the Used Car Appraisal and Evaluation Report or the Used Car Technical Condition Form, and a reminder shall be given that the vehicle is not suitable for use before repair or replacement.

6.4 Start-Up

Inspect 10 items (Serial Numbers 65-74) in accordance with the requirements of Table 9: No points shall be deducted for Option A; 2 points shall be deducted for Option C in Items 65 and 66; 1 point shall be deducted for Option C in Item 67; 0.5 points shall be deducted for Option C in Items 68 to 71; 10 points shall be deducted for Option C in Items 72 and 73. The total score is 20 points, and no further points shall be deducted once the total score is exhausted.

If abnormal display of the instrument panel indicator lights or fault alarms is found during the inspection of Item 66, the cause shall be identified and noted in the technical condition defect description of the Used Car Appraisal and Evaluation Report or the Used Car Technical Condition Form.

Vehicle fault information reading equipment shall be preferred for testing the vehicle technical condition.

6.5 Road Test

7 Operation and Management of Used Car Appraisal and Evaluation Institutions

7.1 The institution shall have a standardized name, organizational structure, fixed premises and articles of association; comply with relevant national laws, regulations and industry rules; and conduct used car appraisal and evaluation business in an objective and impartial manner.

7.2 The institution shall hang the used car appraisal and evaluation institution certificate, business license and other certificates in a prominent position of the business premises, and publicly display the used car appraisal and evaluation process and charging standards.

7.3 Used car appraisal and evaluation personnel shall strictly abide by professional ethics, professional integrity and practice standards.

7.4 When conducting used car appraisal and evaluation activities, the institution shall adhere to the principles of objectivity, independence, impartiality and scientificity; and avoid undertaking appraisal and evaluation business entrusted by parties related to the institution or the appraisers in accordance with the conflict of interest avoidance principle.

7.5 The institution shall establish an internal training and assessment system to ensure the professional quality of appraisal and evaluation personnel and the quality of appraisal and evaluation work.

7.6 The institution shall establish and improve the file system for used car appraisal and evaluation, and reasonably determine the appropriate file content, file access scope and retention period based on the evaluation object and relevant confidentiality requirements.
